About the campaign
Priority? Insulation! is a material-neutral campaign launched by the European Insulation Platform, a coalition of trade associations composed of EUMEPS, EURIMA, EXIBA, and PU Europe. Its purpose is clear: in any renovation, insulation should come first — to cut energy use, lower bills, and strengthen Europe’s energy security.

Europe faces a pressing question: how to make buildings more efficient while keeping costs manageable for citizens and businesses. The coalition’s answer is a simple, memorable organising idea — start with insulation — explained with the “right order” analogy (like baking a cake) and backed by evidence, case studies and policy alignment. Targets include EU policymakers, industry leaders and the wider public.
